The more these groups try to "rescue" dogs, the more owners they have to find. The more pet owners that there are out there, the more puppies will be born (and the more people will feel that it's abnormal to not have a dog). And that brings about mroe dogs in shelters over time as there are more dogs born into the city.
It's like a nuclear arms race. "Multilateral disarmament" is the only option. Spay or neuter.
