    There is no question whatsoever that acts of sexual offenders have become a highly charged issue in contemporary society, and SOMETIMES blown out of proportion. Many (?) STILL go unreported though! One reason for this is that many of the ones victimized are STILL hesitant to admit their occurrence, due to Stigma Association, and/or fear of retribution by the offender. I have heard/read that sexual predation is really an act of power, anger, and control issues of the offender over his (usually women and children) victims. I am a Catholic, and have always treated women and children with the dignity and respect they unconditionally deserve. I'm also an Ex-Marine (with a family, though single now), and have never victimized anyone, under any circumstance, nor have I been victimized. I think that more goes on than is reported, especially in this crime category, and also within families, which is doubly hard for them to report to the authorities, for obvious reasons. I do not believe in the death penalty under ANY circumstance, EVER, with only one exception: on the battlefield (when one is defending oneself or their team members, in an action representing a "Just Cause." In the case of multiple occurrence sexual predation, where incarceration, counseling, and FORCED FED in-clinic medications have not worked, even though it (sexual predation) is horrific, it is often understood, and subsequently admitted by repeat offenders themselves, that "they just could not control themselves," and their "urges." I have come to the conclusion that there are but three honorable choices for society to make:
    1. Permanent incarceration, with no chance for parole, whatsoever.
    2. Even though it is a crime of "control, violence, and power, more often than for pure sexual gratification, in order for repeat offenders to be released, they would have to submit to the unconditional following actions (barbaric, as they may seem):
    A. Surgical removal of the ENTIRE penis and scrotum.
    B. For the remainder of their life, they would have to wear an non-removable ankle
    "homing/signaling/GPS" device and return to a clinic for psychotropic medications weekly, and a blood level test to prove their compliance with the program.
    C. They would also be required to continue out-patient counseling, for the remainder of their life, once a week, the modality of which, would be determined by a PSYCHIATRIC REVIEW BOARD, comprised of three (3) M.D.'s, not psychologists, or social workers, or criminal justice authorities.
    Finally... Although it would be far too expensive, time consuming, logistically difficult, and compliance of the offender might pose substantial barriers, I personally think you give short shrift to the efficacy of the Psychoanalytic or Psychodynamic modalities, when administered by Board Certified Psychiatrists (M.D.'s)! When approached correctly, with only the properly qualifying patient profiles used, based on extensive testing of the subject, and administered under the traditional 4 to 5 sessions per week for five (5) years (NOT LESS!), amazing things can happen with a patient who is willing, qualified, and wealthy.

    I am surprised at the violence that seems appropriate to some people.
    (see anonymous877's post) These types scare me. They have no background whatsoever, admittedly so, yet they have spent so much time obsessing over what should be done they already have a 12 step torture plan in their heads.

    I think the best thing to do is not allow people like these to have any say in the decision making process. They are irrational.

    Lets let the level headed types, the educated types, be part of the rational thinking. Pandering Politicians, Media bobbleheads looking for ratings and vigilante 'I got nothing better to do with myself than dream up torture tactics' type housewives need to stay out of the equation.

    The implication being that 13% of new sex crimes are committed by people who already have been convicted for sexual offenses.

    If we were to compare the number of people who are sexual offenders (627,217) with the entire population of the U.S (301,139,947) we'd find that sex offenders make up roughly 0.2% of the entire population.

    These statistics which illustrates that such a tiny percentage of the population is accounting for a disproportionately large percentage of new sex crimes - 13% committed by 0.2% of the population.

    Of course this does NOT include ALL the unreported rapes!

    I say we just need to keep these people behind bars, why even let them out to REOFFEND in the first place? They are obvioulsy sick people and I do not believe that there is any help for them!

    In NJ there are 11,000 or so people registered, 8000 are tier one, meaning the courts do not believe they will reoffend. Obviiously Thousands of THESE people are NOT as sick as you WANT to think. All of these people do not belong locked up. The jails are already overfilled. Real solutions are needed. Other states have lumped everyone together and created insane laws. I thank God that these laws were not around when I was a teen 90% of my high school would be listed by todays standards. Wake up!

    This is an old article, I seriously hope that professor is no longer at North Texas. Seriously, did he not have anything better to do with his time than defend sex offenders. All of those numbers and stats he cited don't mean a thing. We're talking about people who rape children! 13% or 18% doesn't matter, I don't care if their better behaved than people who rape adults, jesus!

    As previously shown, the language used to label children who behave in a sexual manner typically confuses indecent or socially inappropriate behavior with coercion and violence.4 It is one thing to prohibit such behavior and discipline children for it. It is quite another to describe almost any sexual activity among children, even when it is mutually desired, as "molestation," "abuse," "assault," and "rape." Such language is a slap in the face to those children who have been truly victimized by real abuse. It also misleads the public into thinking that all children who act sexually are dangerous and merit criminal charges.
